A resilient community for Valenzuela, in Manila, Philippines, a region that is vulnerable to floods, storms and earthquakes, this proposal aims to put together self-help design strategies for the community. This proposal went out as a competition entry for ‘Design Resilience in Asia’ 2016, and explores the concepts of – connectivity, flexibility and local livelihood.

“Resilience is based on the shifting relationship between scales, and between autonomy on the one hand and connectivity on the other.” Design strategy is put together by focusing on lowering down impact rather than resisting hazards at different scales, and by bridging settlement physically as well as socially. The expanding water is utilized as alarming feature for the settlement, which sets up guidelines for design solutions. So, one has to live with flood water by allowance, acceptance and adaptation to the cycle of hazards. Life is seen as core amongst all hazards where life includes the basic livelihoods security, hygiene, energy and stabilized income. During the hazards, proposed scheme facilitates the community with alternatives of rescue routes at different scales when water level rises gradually.
