Andhra Pradesh is planning to develop Eluru Smart City under Public Private Partnership mode which will be a first of its kind in the state. A special purpose vehicle by name Eluru Smart City Corporation Limited (ESCCL) has been incorporated for this purpose. Andhra Pradesh state government plans to develop sixteen smart cities in the state on the lines of National Smart Cities Mission and Eluru is one among them.
The state government is opting for Swiss challenge approach for selection of developer consortium for development of smart cities. It may be remembered here that the Eluru Municipal Corporation of Andhra Pradesh had received a Suo-Motu proposal from Shapoorji Pallonji and Company Pvt Ltd for the Development of Eluru as a Smart City on Public Private Partnership (PPP) through Swiss Challenge Approach. Accordingly, the ESCCL is conducting the Bidding Process through Swiss Challenge approach for the selection of the developer.
Eluru, the district headquarters of West Godavari District is a city with a population of 2.5 Lacs which is spread over 11.52 sq. km. It has an area of approximately of 2847 acres (1152 Hectares) for the development of infrastructure in different sectors so as to transform the city into a smart city. This includes the interventions such as Road, Junction and Canal Improvement with Iconic Structure; Traffic Signals, Intelligent Traffic Management System and Command Control Centre Electrical Works; Water Works; Storm Water Drains; Sewerage Network and Sewerage Treatment Plants within the proposed Development Area of Eluru city.
The role of the Developer will be to design, build, finance, operate & transfer the specified Infrastructure components development in the Eluru City so as to transform it into a Smart City.
