Haryana Cabinet has approved the amendment in the policy for Innovative Financing of Mass Rapid Transit System (MRTS) Projects. As per the amendment, the ground coverage in case of commercial use cases has been increased to 60 per cent. However, other parameters regarding parking and open space would remain unaltered.
At present, the Haryana Building Code-2017 allows the ground coverage of commercial projects upto 60 per cent whereas the ground coverage was restricted to 50 per cent in Transit Oriented Development (TOD) zone as per the policy. Further, the permissible Floor Area Ratio (FAR) in TOD zone (500/800 meters) is double the permissible FAR for normal case of commercial colony that is outside TOD zone. Since, the permissible ground coverage in TOD policy for mixed land use and commercial use was not in consonance with Haryana Building Code-2017 and the lesser ground coverage impacted project cost. So the Cabinet decided to increase the ground coverage in case of commercial and mixed land use cases to 60 per cent.
The Cabinet has also approved amendments in Haryana Architecture Technical (Group C) Service Rules notified on October 26, 1990. The rules would be known as the Haryana Architecture Technical (Group C) Service (Amendment) Rules, 2018. As per the amendments, Diploma in Architectural Assistantship with Hindi or Sanskrit upto Matric or Higher Education will be required for appointment through direct recruitment on the post of Assistant Draftsman. Similarly, three years experience as Assistant Draftsman alongwith Hindi or Sanskrit upto Matric or Higher Education will be required for appointment on transfer or deputation basis.
