Much awaited Mumbai Development Plan (DP) 2034 will come into force from June 23. It may be remembered here that on May 23rd a notification was published about the DP in a state government gazette. However, the plan which comes into force will not include the Excluded Plan (EP), for which suggestions and objections are being sought from citizens. Till June 22, proposals will be processed under the DP and DCR 1991, but from June 23, they will be processed under DP and DCPR 2034. For processing proposals after June 23, MCGM will issue guidelines in the form of a transition policy to help the architects and the staff.
The state urban development department had issued the notification on the sanctioning of the plan on May 8. It had three parts the sanctioned part (Schedule A), the part which has been revised, called the excluded plan (Schedule B), and the Development Control and Promotion Regulations (DCPR) for the implementation of the Development Plan (DP).
Initially, MCGM had published the Draft DP 2034 u/s 26(1) of the MR&TP Act 1966 on 25.02.2015 in the Government Gazette and in local newspapers for inviting suggestions/objections from general public. Thereafter, the state government appointed a Committee under the Chairmanship of the State Chief Secretary to submit a report on the errors in the published Draft DP 2034. Subsequent to submission of the report by Committee, the state government ordered revision and republication of the plan. After following the correction process, the Revised Draft DP (RDDP) 2034 was republished on 27.05.2016 for inviting suggestions/objections from general public. As per the provisions of MR&TP Act 1966, the Planning Committee Recommendation/Report was submitted to Municipal Corporation for its approval. The Municipal Corporation, in July 2017, approved the plan and the Draft DP 2034 was submitted to the State Government for its sanction.
